It could not, however, begin to touch the full amount of service it ought to have done. In 1812 it could not protect the Chesapeake nor the Mississippi; it was blockaded in its own ports, escaping only by evasion; it could not protect American commerce, which suffered more than did that of Great Britain.

The ship sailed in November, but did not reach Baltimore until the middle of March, having to put back to sea on account of storms when within sight of the Chesapeake. Then a month was spent later hunting for the Chesapeake. There was plenty of time for flute-playing and making of plans.

It was in the year 1607 that the quaint, high-sterned caravels, representing the forlorn hope of England, crossed the ocean to found a colony on Roanoke Island. Storm-tossed and driven out of their reckoning, they turned for refuge one April day into a yawning break in the coast-line that we now call Chesapeake Bay.

The American navy had suffered severely from Jefferson's "chaste reformation" but it had not lost its fighting spirit. Officers who had served in the war with Tripoli prayed for a fair chance to avenge the Chesapeake; and the Secretary of the Navy had abetted this spirit in his orders to Commodore John Rodgers, who was patrolling the coast with a squadron of frigates and sloops.
