A special joint committee has been appointed to work out a plan for a reorganization of the different departments and bureaus of the Government more scientific and economical than the present system. With the exception of the consolidation of the War and Navy Departments and some minor details, the plan has the general sanction of the President and the Cabinet.
Political campaigns have become increasingly matters of publicity; candidates for office have their press bureaus; corporations, abandoning their traditional policy of silence, explain their practices; and railroads defend their policies by means of advertisements in the newspapers.
Towards Spain, likewise, Brinnaria directed the energies of those organizations of the ancient world which were analogous to our modern private detective bureaus, and upon Spain she focussed the energies of the managers of the racing companies. These great corporations were among the most important money-making enterprises of the Roman world.
That finished the course; and the Smart Set, being unanimously absent the rest of the winter, we gave ourselves up to vulgar pleasure, stuffed our white gloves back into the bureaus and yelled for encores when we couldn't get them any other way. I'll tell you, a man could be a hero to his valet with half the exertion which it takes to be a Somebody to an old grammar-school mate in a small town.
In time of peace a Navy Department which is properly administered for times of peace, as most Navy Departments are, can, by means of its bureaus, naval stations, offices, etc., handle the existing fleet, and also these bureaus, naval stations, offices, etc., by labors which for the most part are matters of routine.
In addition to these eight bureaus, the department has charge of various other branches of government. All of the territories come under the Secretary's supervision, and look to him in case of any difficulty. The Secretary also has charge of the Yellowstone National Park, the Hot Springs Reservation in Arkansas, and of certain hospitals and eleemosynary institutions in the District of Columbia.
He entered the bureaus with a calm air, and went at once into Baudoyer's section to ask him to come to the office of the head of the division and receive instructions as to the business which that incapable being was henceforth to direct.
He is often in league with certain employment bureaus, who make a business of advancing the railroad or boat fare to colored girls coming from the South to enter into domestic service. The girl, in debt and unused to the city, is often put into a questionable house and kept there until her debt is paid many times over.
The budgets are too high, and prices have come down. Mr. Foster also serves notice of exception. The budget is too low, prices have gone up. The chairman rules that this point is not within the jurisdiction of the conference, that the official figures stand, and that Judge Gary's experts and Mr. Foster's should carry their appeals to the standing committee of the federated intelligence bureaus.
The old bookshelves remained untouched; the old books, in their musty brown calf bindings, were undesecrated by profaning hands. All sorts of quaint chairs and bureaus, gathered together out of every other room in the house, had congregated here.
