If to this brief summary of the increasing secretiveness of the proceedings of the controlling bodies of the Peace Conference are added the intrigues and personal bargainings which were constantly going on, the "log-rolling" to use a term familiar to American politics which was practiced, the record is one which invites no praise and will find many who condemn it.
As though the disagreements, the bickerings, and the serious quarrels of the heads of the governments could long be concealed from the peoples whose spokesmen they were! That bargainings went on at the Conference which a plain-dealing world ought to be apprised of is the conclusion which every unbiased outsider will draw from the singular expedients resorted to for the purpose of concealing them.
"It seems that these last Persian bargainings offer a theme for conversations between our government and that of the Allies," one influential journal wrote. At once the amicable suggestion was taken up by the British press. The idea was to join the Syrian with the Persian transactions and make French concessions on the other.
The mutual hintings, negotiatings, express interviews, bargainings and secret-instructions, dimly traceable in Voltaire's LETTERS, had been going on perhaps since May last, time of those ACADEMY failures, of those Broglio Despatches from the Donau Countries, "No staying here, your Majesty!" and I think it was, in fact, about the time when Broglio blew up like gunpowder and tumbled home on the winds, that Voltaire set out on his mission.
"Yes, I know I could, and would were there necessity; not in callous disregard of danger, but because the greater emotion swallows up the less. Faulty as I am, there would be no bargainings and prudent reservations in my love. These are not the times for half-way people.
Dozens of Jews made their appearance and bought our old clothes. I kept only my shoes and stockings. The Italians had great difficulty in making these respectable merchants comprehend their wishes, but the Genoese were as cunning as the Jews, and their bargainings lasted until night.
I felt no such confidence in English Judges; their compromises are usually bargainings; when they get hold of an artist they give rein to their intuitive fear and hate. But I would not discourage him. I repeated: "You can win, Oscar, if you like: " my litany to him. His wan dejected smile brought tears to my eyes. "Don't you want to make them all speak of you and wonder at you again?
Study, trade, the skill of the artisan, 'and fruitful strifes and rivalries of peace, these are the things in which all the interests of the Trĕnggânu Malay are centred. From his earliest infancy he grows up in an atmosphere of books, and money and trade, and manufactures, and bargainings, and hagglings.
In Indian file the women crossed the crowded market, where the last bargainings were in progress, tia Picores opening her way through the throngs with her vigorous elbows, behind her the bevy of wrinkly-faced, yellow-eyed veterans, then Rosario with her load of baskets, for she always went to and fro on foot and finally Dolores, her ear still smarting cruelly, but able, nevertheless, to raise a smile of pleasure when her pretty brown face, no less winsome under the rude bandage around her head, attracted remarks of appreciation from the men around.
How those choppy, blustering, little waves resembled the jealousies and bickerings and bargainings of the east; but when one came to Lake Superior, with its great ocean billows and slumbering, giant rocks and cold, dark, fathomless depths, there was a new life in a hard, rugged, roomy, new world.
