Marx wrote in a confidential communication to his German friends that Bakunin was an agent of the Pan-Slavist party and received from them 25,000 francs a year. Meanwhile, Bakunin became for a time interested in the attempt to stir up an agrarian revolt in Russia, and this led him to neglect the contest in the International at a crucial moment.

Apparently the first attack had exhausted itself; and now my interest in what was going on began to assume a more and more vivid hue. To obtain information in greater detail I hurried back to the Town Hall. I could extract nothing, however, from the boundless confusion which I met, until at last I came upon Bakunin in the midst of the main group of speakers.

England possesses a theorist of a higher type in Auberon Herbert, who, like Bakunin and Kropotkin, is a scion of a noble house. Herbert began as a representative of Democracy in the seventies, and to-day edits in London a paper called The Free Life, in which he preaches an individualist Anarchism of his own, or, as he himself calls it, "Voluntarism."

At the Peace Congress at Bern in 1869, Bakunin defended himself against the reproach of Communist tendencies, saying: "I abominate Communism, because it is a denial of freedom, and I cannot understand anything human without freedom.

This occurred at a meeting of one of the "Students' Circles" founded by Herzen for the dissemination of revolutionary Socialist ideals among the students. Upon his return to Moscow in 1840 Herzen, together with Bakunin and other friends, again engaged in revolutionary propaganda and in 1842 he was again exiled.

Bakunin rejects the proposal to bring about Anarchy gradually by a process of political transformation by means of the use of universal suffrage, equally with the gradual education of mankind up to this form of society by knowledge.

She represents the idea of Anarchism as framed by Josiah Warrn, Proudhon, Bakunin, Kropotkin, Tolstoy. Yet she also understands the psychologic causes which induce a Caserio, a Vaillant, a Bresci, a Berkman, or a Czolgosz to commit deeds of violence.

This is precisely the view of the followers of Bakunin, only obscured and founded on a psychological basis. Kropotkin forms the centre of a large number of Anarchist authors, who are working at the development or the popularising of Anarchist theory on the same lines as he is doing.
