It was formerly thought that Bakunin was the author, but now it is pretty well agreed that it was Netschajew. The Catechism is reproduced in the before-mentioned memoir, L'Alliance de la Démocratie Socialiste, viii.

At the Pan-Slav Congress presided over by Palacky, Bakunin, the Russian revolutionary, openly advocated the dismemberment of Austria in the interests of justice and democracy, and proposed a free Slav federation in Central Europe.

An account of the life of Bakunin from the Anarchist standpoint will be found in vol. ii of the complete edition of his works: ``Michel Bakounine, OEuvres, Tome II. Avec une notice biographique, des avant-propos et des notes, par James Guillaume. Paris, P.-V, Stock, editeur, pp. v-lxiii. Criticism of these theories will be reserved for Part II.

This distinction between the older and the more modern theorists of Anarchism is most clearly marked in Bakunin with his introduction of "Russian influence"; with Bakunin begins the theory of active agitation.

The editor had impressed me as a quiet, scholarly man, challenging the social order by the philosophic touchstone of Bakunin and of Herbert Spencer, somewhat startled by the radicalism of his fiery young son and much comforted by the German domesticity of his wife and daughter.

According to the secret statutes of the "Alliance" three grades were recognised "The International Brethren," one hundred in number, who formed a kind of sacred college, and were to play the leading parts in the soon expected, immediate social revolution, with Bakunin at their head.

Before this dispute, however, a much more serious quarrel had taken place. Marx's paper, the ``Neue Rheinische Zeitung, stated that George Sand had papers proving Bakunin to be a Russian Government agent and one of those responsible for the recent arrest of Poles. Bakunin, of course, repudiated the charge, and George Sand wrote to the ``Neue Rheinische Zeitung, denying this statement in toto.

In order to ensure liberal receipts, our orchestra had again decided to produce Beethoven's Ninth Symphony. Every one did his utmost to make this one of our finest performances, and the public took up the matter with real enthusiasm. Michael Bakunin, unknown to the police, had been present at the public rehearsal.

Bakunin had only needed this example to determine his own line of conduct; he had decided to risk his neck in the attempt and to ask no further questions. Heubner too was now bound to recognise the necessity for extreme measures, and no longer recoiled from any proposal on the part of Bakunin which was directed to this end.

In fact, we find in avowed Nihilists and Panslavists, such as Herzen, the fundamental Anarchist ideas present just as much as in Bakunin and Kropotkin, whose Anarchism was superior to their Panslavism.
