WASHINGTON, March 26, 1852. To the Senate and House of Representatives of the United States: At the close of the commission to adjudicate upon the claims of citizens of the United States under the treaty of Guadalupe Hidalgo I directed a list to be made of papers which had been presented to that commission, and, pursuant to the act of Congress approved 3d March, 1849, the papers themselves to be carefully arranged and deposited for safe-keeping in the Department of State.
Suppose Parker had finished his supper and had discovered his loss losses rather and had made a complaint to the management; and suppose as a result of Parker's indignation that members of the uniformed force had been called in to adjudicate the wrangle; suppose through sheer coincidence Parker should see Trencher and should recognise the garments that Trencher wore as his own.

Some of the great Western powers had organized competent tribunals with expert judicial officials, but others, whose trade with Japan was comparatively insignificant, were content to entrust consular duties to merchants, who not only lacked legal training but were also themselves engaged in the commercial transactions upon which they might, at any moment, be required to adjudicate magisterially.

Intervention by the government led to a settlement, which, although denying the union formal recognition, granted the basic eight-hour day, a living wage, and the right to organize, together with all that it implied, and the appointment of a permanent arbitrator to adjudicate disputes.
The dispute between these two branches of the Order became at last so tempestuous that it was carried to the Pope, who appointed a commission of cardinals and theologians to adjudicate on the rival theories. Their award was naturally in favour of those who, by their reasonable interpretation of the meaning of poverty, were fighting for the efficiency of their Order.
"VII. In all places where there is an interruption of civil law, or in which local courts, by reason of old codes, in violation of the freedom guaranteed by the proclamation of the President and laws of Congress, disregard the negro's right to justice before the laws, in not allowing him to give testimony, the control of all subjects relating to refugees and freedmen being committed to this bureau, the assistant commissioners will adjudicate, either themselves or through officers of their appointment, all difficulties arising between negroes and whites or Indians, except those in military service, so far as recognizable by military authority, and not taken cognizance of by the other tribunals, civil or military, of the United States.
