Among these may be mentioned the Encumbered Estates and Absenteeism; and it is worthy of remark that whatever has been done by the British government for the promotion of the prosperity of Ireland, and the pacification of its people, has been by a reformation of the institutions of the country.

Absenteeism apart for which no excuse need be attempted the Irish landlords did their best, gave of their substance, and imperilled their own lives for the sake of the sufferers. Mr. Richard White of Inchiclogh, near Bantry, fell a victim to the fever. Two other landlords who gave their lives for others were Mr. Richard Martin, M.P., and Mr. Nolan of Ballinderry.

People are insane enough to talk of absenteeism as one of the evils of Ireland, and regret that we have no resident aristocracy among us rather let us rejoice that we have them not, so long as the lawyers prove their legitimate successors.

How many of these roots of evil are still in existence! Parliamentary History, vol. xxxiv. p. 271. But consider what we have done, even already, for Ireland, by giving her the blessings of a strong and honest Government; what a blow we have aimed at absenteeism, in a particular provision of our income-tax!

Thirdly, although the remission of debt may bring prosperity for a time, it may be doubted whether it will permanently benefit the country; for it will be noticed that the attempt to fix prices arbitrarily applied only to the letting and hiring and not to other transactions. In other words, rent was increased, and absenteeism became general.

Of course from the connection of this refusal in this particular case with the Nationalist movement, Nationalists would easily glide into the idea that he refused to testify in order to serve their cause. As to the troubles on the Ponsonby estate, Father Keller spoke very freely. He divided the responsibility for them between the untractableness of the agent, and the absenteeism of the owner.

Cases actually occurred where delegates elect did not arrive at the seat of Government until after the expiration of their term of appointment. Absenteeism was the drag paramount upon Congressional action. No State could be represented by less than two members and retain its power of voting. If only one representative were present, he had no vote.

M. Boursier spent his days away from the house, and his evenings with friends. It does not anywhere appear that Mme Boursier objected to her husband's absenteeism. She was a capable woman, rather younger than her husband, and of somewhat better birth and education. She seems to have been content with, if she did not exclusively enjoy, having full charge of the business in the shop.

The past extravagance of the landlords, absenteeism, rack-renting, injustice of all kinds; the past jealousy of England and her over-shadowing all native industries and productions; difference of religion, racial temperament, and the irreconcilable enmity of the conquered towards the conquerors; ignorance and idleness; the morality which marries too early, when the land, which was just enough to support one family, is expected to keep three or four; want of self-respect in the dirt and disorder of domestic life; want of all communal life or amusement, save in heated politics and drink; bogs here, unthrift there, small holdings everywhere all these things help to complicate a question which passion has already made too difficult for even the most radical kind of statesmanship to adjust.
