They knew that all the money granted by the last parliament had been expended on naval and military armaments; and that great anticipations were likewise made on the revenues of the crown.
The great supply of petroleum, which is much used for lubricating machinery as well as for numerous other purposes, has produced a more perceptible effect on the whale fishery than any other single circumstance. I would further recommend that the payment of naval pensions be transferred to one of the bureaus of the Navy Department. The estimates for the expenses of the Government for the next fiscal year are $18,244,346.01 less than for the current one, but exceed the appropriations for the present year for the same items $8,972,127.56.
From inquiries made of parties well informed on the subject, both in Canada and the United States, I am convinced that the public act of Sir John Colborne, before quitting the governorship of the province, in 1835, viz., the allotment or appropriation of 346,252 acres of the soil, as a clergy reserve, and the institution of the fifty-seven rectories, was the chief predisposing cause of the insurrection.
The chronology of this period is somewhat involved; but it seems probable that the attack and failure of Ochus took place about B.C. 351; that the revolts occurred in the next year, B.C. 350; while it was not till B.C. 346, or four years later, that Ochus undertook his second expedition into these regions.

In this way the salary of the provincial secretary had been reduced from £1,599 11s. to £600; that of the surveyor-general from £2,019 4s. 4d. to £1,209 12s. 4d., and that of the auditor-general from £500 to £346 3s. The salaries of the judges, however, remained the same in 1850 as they had been in 1836, viz., £1,096 3s. for the chief-justice and £750 for each of the puisne judges.
