Since its very outset, it has been found necessary to conduct our Government by means of political parties. That system would not have survived from generation to generation if it had not been fundamentally sound and provided the best instrumentalities for the most complete expression of the popular will. It is not necessary to claim that it has always worked perfectly.
The church flourished because it instructed its own members, and quietly gained an extension of its influence, not because it appealed to those who opposed it. The church, in those days, was not a philanthropical institution, or an educational enterprise, or a network of agencies and "instrumentalities" to bring to bear on society at large certain ameliorating influences or benignant reforms.
That enterprise will presently, will immediately assume, has indeed already assumed a magnitude unprecedented in our experience. We have not the necessary instrumentalities for its prosecution; it is deemed to be doubtful whether they could be created upon an adequate scale under our present laws.

For when ambition has no longer to struggle against the world and is satisfied, the imagination that served it may become free; and when appetite is cloyed, the instrumentalities of sensuous pleasure can find a new meaning as beautiful. Then the worldling becomes the patron of the artist and the two are reconciled. And all along this result was preparing.

Various systems, based on similar principles, involving tape transmission and the production of dots and dashes on a receiving tape, have from time to time been devised, but have generally not succeeded in establishing any permanent usefulness in competition with more effective instrumentalities which have been perfected.
