There remained a balance on hand on June 30, 1886, of $1,660,023.30, of which $ 1,337,768.21 are permanent funds for fulfillment of treaties and other like purposes, and the remainder, $322,255.09, is subject to be carried to the surplus fund as required by law.
The ordinary expenditures of the Government for the fiscal year ending June 30, 1888, were $259,653,958.67, leaving a surplus of $119,612,116.09. The decrease in these expenditures as compared with the fiscal year ended June 30, 1887, was $8,278,221.30, notwithstanding the payment of more than $5,000,000 for pensions in excess of what was paid for that purpose in the latter-mentioned year.
Total ordinary expenditures 290,926,473.83 Leaving a surplus of 57,603,396.09 As compared with the preceding fiscal year, there was a net decrease of over $21,000,000 in the amount of expenditures. The aggregate receipts were less than those of the year previous by about $54,000,000.
The dip of the magnetic needle was 88° 25' 58", and the variation was now found to have changed from 128° 58' west, in the longitude of 91° 48', where our last observations on shore had been made, to 165° 50' 09" east, at our present station; so that we had, in sailing over the space included between those two meridians, crossed immediately to the northward of the magnetic pole and had undoubtedly passed over one of those spots upon the globe where the needle would have been found to vary 180°, or, in other words, where its north pole would have pointed due south.
Though many diligent inquiries have been made after this weed, it appears to be still unknown. It had been a bitterly cold night, and we were quite glad when it was time to move again. At 07.00 on the 11th November we set out for our last attack, our objective being the Mons-Jurbise road.
