The Commander-in-Chief has many offices; in each there is someone other than the Commander-in-Chief who discharges all its duties. What does the Commander-in-Chief command? Armies? No. In India Commanders-in-Chief command no armies. The Commander-in-Chief is himself an army. His transport, medical attendance, and provisioning are cared for departmentally, and watched over by responsible officers.
Departmentally, he is no more than the first-named of five persons, by whom jointly the powers of the Lord Treasurership are taken to be exercised; he is not their master, or, otherwise than by mere priority, their head: and he has no special function or prerogative under the formal Constitution of the office. He has no official rank except that of Privy Councillor.
Doris, watching from an upper room, saw the visitor, and timed him. She imagined he had dispatched an answer. Being a woman, she sought enlightenment a few minutes later. "Mr. Siddle came in," she said tentatively. "Yes," said the specialist, smiling. "And I agree with you, Miss Martin. We mustn't talk about telegrams, even among ourselves, unless it is necessary departmentally."
'You know, in our service, we live at the end of the telegraph; but, of course, this ought to be a good thing for us all, departmentally if we live. 'It knocks us out of the running in our own Province, Scott replied, with equal gravity. 'I hoped to be put on the Luni Protective Works this cold weather; but there's no saying how long the famine may keep us.

"Now I have got you," cried Brett "I thought I recognised the source of your new-born philosophy in the first postulate. The second convinces me. You have been reading 'The Murders in the Rue Morgue." "The book is in my pocket," admitted Winter. "I recommend you to transfer it to your head. It should be issued departmentally as a supplement to the Police Code. But let us waste no more time.
The true theory of unconscious action, then, is that of Professor Hering, from whose lecture it is no strained conclusion to gather that he holds the action of all living beings, from the moment of their conception to that of their fullest development, to be founded in volition and design, though these have been so long lost sight of that the work is now carried on, as it were, departmentally and in due course according to an official routine which can hardly now be departed from.
She shook her head. "All this winter we shall work preparing the State's mind for this institution, convincing it so thoroughly that when the legislature meets again, it simply will not dare to refuse us. When I mention we and us, understand that I am speaking to you Departmentally. After that there are ten thousand other things that we want to do. But everything is so immortally slow!
We have been all this time, be it remembered, geographically speaking in the Jura, though departmentally in the Doubs, the succession of rocks and mountains passed through forming part of the Jura range which vanishes in the green slopes of Blamont. The next village, Glaye, is hardly less picturesque, and indeed all this neighbourhood would afford charming excursions for the pedestrian.
'Yes, Madrissah, school, sir, and he tagged after to see what else the imbecile wanted. A line of railway track, that must have fed big workshops in its time, led me between big-roomed houses and offices labelled departmentally, with here and there a clerk at work.
