The difference between von Jagow and Zimmermann was that von Jagow had lived abroad, had met people from all countries and knew that there was much to learn about the psychology of the inhabitants of countries other than Germany.
He assumed a position as teacher in 1771, but the first volume came out at Easter of that year; this would probably throw its composition back into the year before. The German Emperor said that he must consult his Chancellor before answering, and sent for Bethmann Hollweg and the Under-Secretary, Zimmermann. He saw them in the afternoon in the park of the Neues Palais at Potsdam. The Chancellor thinks that no one else was present. It was agreed that the situation was very serious.
