From Antivari to Valona by sea is about as far as from New York to Albany by the Hudson, so that, leaving the Montenegrin port in the early morning, we had no difficulty in reaching the Albanian one before sunset.

There are, however, other directions in which Italy may claim compensation for her friendly attitude towards the Triple Entente. She has already occupied the rocky islet of Saseno, opposite Valona, and in the event of the collapse of Austria-Hungary, she may demand the whole bay of Valona, as the strategic key to the Adriatic, and even a general protectorate of the embryo Albanian State.

Before the war Valona which, by the way, appears as Avlona on most American-made maps was an insignificant fishing village, but upon Italy's occupation of Albania it became a military base of great importance. Whenever we had touched on our journey down the coast we had been warned against going to Valona because of the danger of contracting fever.

Italy, receiving the Trentino according to §4, Dalmatia and the islands of the Adriatic according to §5, as well as Valona, is not to oppose the possible wishes of France, Great Britain and Russia in case of the establishment of a small autonomous neutralised state in Albania, as to division of the northern and southern frontier belts of Albania between Montenegro, Serbia and Greece.

He demanded that the provisional government should be removed to Durazzo, where it would be in his power, and where he had two partners, the Montenegrin Gjurashkovitch and the Greek bishop. The International Commission chose Valona as its seat. Meanwhile Scutari was ruled by the International force separately. The Powers had thus given two international governments to Albania.

The Russian was indignant; the other two consuls looked at their boots, and said they would get into trouble if they did so; the Albanians were delighted. The Austrian, an old friend of mine, told me in private I was right, and only international intervention would have any effect. All Valona was Nationalist. Even the little children shouted: "Rrnoft Mbreti!"

Almost as soon as I arrived I was invited to have an audience with the Princess of Wied. She was very friendly, and much distressed by the web of intrigue in which she found herself tied. I regretted that she and the Prince had fallen into the wrong hands, and begged her to go to Valona or Scutari, and at once start a tour through the land.

South Albania also perceived that the self-styled "liberators" who poured in from Greece were but brigands intent on gain and murder, and on November 28, 1912, Ismail Kemal, who was in Constantinople when war broke out, managed with difficulty to return to his native town Valona, where he hoisted the National flag, proclaimed the independence of Albania, and formed a provisional government.

The southern strip of coast from the frontier of the Italian district of Valona as far as Cape Stiloa to be subject to neutralisation.

But when I told the Governor-General of Albania, General Piacentini, what I wished to do every obstacle disappeared as though at the wave of a magician's wand. "You will leave Valona early to-morrow morning," he said, after a short conference with his Chief of Staff. "You will be accompanied by an officer of my staff who was with the Serbian army on its retreat across Albania to the sea.
