The Greeks and Montenegrins and Serbs, far from sympathizing with Albania's wish for freedom, were incensed by it. The Greeks blockaded Valona, and cut the telegraph. The yacht of the Duc le Monpensier, however, ran the blockade, and took off Ismail Kemal, Gurikuchi, and that gallant chieftain Isa Boletin. He had fought on the side of the Serb till he saw what Serb victory would mean.
He and the German tried to persuade Essad to resign, but he refused, and as he had an armed force at his command, the Commission' thought it risky to press him. He undertook to meet the Commission later at Valona. Ismail Kemal asked the Commission to take over the government till a Prince should arrive, and resigned.
The Dutch officers, who had flung away their uniforms and bolted down to Valona in civilian dress before the Greek onrush, gave terrible accounts of the mass of struggling refugees in their flight across the mountains; the dead and dying children en route; the aged falling by the wayside; the jam of desperate creatures in a pass; the hideous cruelties of the advancing Greeks.
"We do not consider it safe, this boat idea. Austrian submarines are everywhere, and the governor would feel it as a personal responsibility if you were drowned. We will provide carriages to Alessio and thence arrange horses only one day and a half on to Durazzo. Thence Essad Pasha will give you his motor boat and you can easily get to Valona." Our men groaned at the thought of more journeying.
I consider as sincere the manifesto of the commandant of Valona, but Valona Kanina, north of Valona, the surrounding districts, and the isle of Saseto must remain Italian, not only for strategic but for sanitary reasons, owing to the necessity of draining the pestilential marshes which affect the health of Valona.
In April 1915, as we learnt later, the Powers who had guaranteed Albania's independence, bought Italy's intervention by promising her Albania's best port, Valona, and by the same secret Treaty bound her over not to object should "France, Russia, and Great Britain desire to distribute among Montenegro, Serbia, and Greece the northern and southern portions of Albania."
"Valona isn't a particularly healthy place to live in, I gather?" I remarked, by way of making conversation, to the officer who was our host at dinner that evening. His face was as yellow as old parchment and he was shaking with fever. "Well," he reluctantly admitted, "you must be careful not to be bitten by a mosquito or you will get malaria.
Not only have the Italians occupied Valona and its hinterland, but they have passed a long way to the south of the boundary between Greece proper and northern Epirus at Cape Stylos and have extended in a northern direction as far as the river Kalamas, opposite the south end of Corfu, which was intended by the thirteenth protocol of the Berlin Congress of 1878, and by the Berlin Conference of 1880, to have been the northwestern frontier of Greece, but which, since the last Balkan wars, has been well within the enlarged northwestern boundary.
Yet I heard in the summer of 1913 at Valona from the lips of Ismail Kemal Bey, the head of the provisional government, a most impressive statement of his hopes and aspirations for an independent Albania and his faith and confidence in its future, in which he claimed to voice the sentiments of the Albanian people.
V. The immediate occupation by Italy of the ceded territories and the immediate evacuation by Austria-Hungary of Trieste and the neighborhood. VI. The recognition by Austria-Hungary of Italian sovereignty over Valona and district. VII. The renunciation by Austria-Hungary of any claims in Albania.
