But I pass over, for the present, the dissensions that broke out at about this time, and that ultimately led to the famous Papal Bull Unigenitus, so fatal to the Church and to the State, so shameful far Rome, and so injurious to religion; and I proceed to speak of the great event of this year which led to others so memorable and so unexpected.
Just in the same way, the violent and prolonged debates, the intrigue, the tergiversation, which attended the acceptance of the famous Bull Unigenitus, taught shrewd observers how it is that religions establish themselves. They also taught how little respect is due in our minds and consciences to the great points which the universal church claims to have decided.
And with the Revocation, with Le Tellier and the Bull Unigenitus, the procession of the French kings begins, which ends in the Place de la Révolution: "Son of St. Louis, ascend to Heaven." From this thraldom to the past, to the ideal of Rome, Imperial Britain, first amongst modern empires, completely breaks.
It is now time that I should say something of the infamous bull 'Unigenitus', which by the unsurpassed audacity and scheming of Father Le Tellier and his friends was forced upon the Pope and the world.
It was, moreover, the science of history, and not its literature, which occupied him dry details of revenue, resources, and institutions; the Sorbonne, the bull Unigenitus, and church history in general; the character of peoples, the origin of institutions, the philosophy of legislation all these he studied, and, if the fragments of his notes be trustworthy evidence, as they surely are, with some thoroughness.

Four years later an assembly of five cardinals and eleven theologians sat in judgment upon it; their deliberations lasted eighteen months, and the result of their labours was the famous Bull Unigenitus, which condemned one hundred and one propositions taken from the writings of Quesnel. The unreasonableness and injustice of this condemnation may be understood from the following extracts:
