The Tsungli Yamen, as soon as it realized that nothing short of the dispatch of a mission of apology to Europe would salve the injured honor of France, determined that none other than Chung How himself should go to Paris to assure the French that the government deplored the popular ebullition and had taken no part in it.
Except Prince Ching and one Tsungli Yamên Minister, nobody knew, nobody even guessed, that anything unusual was even "on the carpet," as the French say; and in order to deepen the impression that no political anxieties were darkening the horizon, Robert Hart embarked in private theatricals a thing he had never done before, or since and played Pillicoddy.
Prince Kung and the credit of the measure belongs exclusively to him will always be gratefully remembered by any foreign writer on modern China as the founder of the department known as the Tsungli Yamen, which he instituted in January, 1861.
The members of the Tsungli Yamen were observed by the foreign officials to be pre-occupied, and even the genial Wansiang could not conceal that they were passing through a crisis.
So from a Chinese point of view its location is entirely satisfactory, but a European might think it was dangerously near the frontier for the capital city of a great state. It was also noted that the emperor took a greater interest in the ceremony than on preceding occasions, and followed with attention the reading of Queen Victoria's letter, by Prince Ching, then president of the Tsungli Yamen.
When the Tsungli Yamen in Peking sends a telegram to the Viceroy in Yunnan it is in code that the message comes; and it is by private code also that a Chinese bank in Shanghai telegraphs to its far inland agents. Messages are sent in China by the Morse system.
But when the Tsungli Yamen took up the question it was decided that in this as in other matters it would be expedient to avail themselves in the first place of foreign mediation. The favorable opportunity of doing so presented itself when Mr. Burlinghame retired from his post as minister of the United States at Pekin. In the winter of 1867-68 Mr.
