It appears, from the scanty and obscure fragments of the debates which have come down to us, that bitter reflections were thrown on the general conduct, both political and judicial, of the Peers. Old Titus, though zealous for triennial parliaments, owned that he was not surprised at the ill humour which many gentlemen showed.

Costa conducted the Birmingham triennial performances for about half a century, and although it was sad to miss his face in 1885, he had done his work. In 1882 the last Festival in which he took part it was painful to witness his efforts to conduct the performances. He was partly paralysed, and his bâton, I believe, had to be fastened to his hand because he could not grasp it.

Such an appeal might have been successful: for a dissolution, on any ground whatever, would, at that moment, have been a highly popular exercise of the prerogative. The constituent bodies, it was well known, were generally zealous for the Triennial Bill, and cared comparatively little about the Place Bill.

I do not seriously think this constitution, even to the wrecks of it, could survive five triennial elections. If you are to fight the battle, you must put on the armour of the ministry; you must call in the public, to the aid of private, money.

By the triennial act, a perpetual succession of parliaments is established, as everlasting guardians to the laws, while the king possesses no independent power or military force by which he can be supported in his invasion of them.

In 1840, he was chosen president, and held the office for eight successive years. During his presidency the hall in School Street was erected, and two triennial festivals were held in Faneuil Hall, which are particularly worthy of notice.

If the remedies are proper in a triennial, they will not be less so in septennial elections; let us try them first, see how the House relishes them, see how they will operate in the nation; and then, having felt your way, you will be prepared against these inconveniences. The honourable gentleman sees that I respect the principle upon which he goes, as well as his intentions and his abilities.

Every one of those strong measures was actively promoted by the men who were afterward foremost among the Cavaliers. No republican spoke of the long misgovernment of Charles more severely than Colepepper. The most remarkable speech in favour of the Triennial Bill was made by Digby. The impeachment of the Lord Keeper was moved by Falkland.

The dinner is begun with the national drink, the "cocktail"; then follow oysters on the half-shell, which you eat with an object resembling the trident carried in the ceremony of Ah Dieu at the Triennial. Each course of the dinner is accompanied by a different wine, an agreeable but exhilarating custom.

The other was a law limiting the duration of Parliaments to three years. In general the Tory reformers preferred a Place Bill, and the Whig reformers a Triennial Bill; but not a few zealous men of both parties were for trying both remedies. Before Christmas a Place Bill was laid on the table of the Commons.
