Indeed it could not be exacted, as Japan occupied no Russian territory which she did not intend to annex. To Russia the material results of the war were the loss of some 350,000 men, killed, wounded, and prisoners; of two fleets; and of the valuable provinces and ice-free harbours for the acquisition of which she had constructed the Trans-Siberian Railway.

For these and other favours she was expected to be grateful, and it was suggested to her that her gratitude might take the form of facilitating the construction of the Trans-Siberian Railway.

I made acquaintance with them on the outskirts of their wide domain, and once I travelled right through Mongolia. My starting-point was Peking, and my direction due north-west. It was in the end of March and the beginning of April, 1897. At that time the Trans-Siberian Railway was not completed farther than to Kansk, a small town east of the Yenisei.

For 700 years Finns have been free men; now they have become Russian serfs, and it is well to make closer connections between the Finnish railway system and the trans-Siberian road. Finns are long-suffering and patient, but who could endure all this?

Thereafter we took a ride of an hour in the steam launch. Shanghai seemed more European on our second arrival, and the Bund on the front more attractive. We made the Palace Hotel our destination, and learned with regret of the non-arrival of the Trans-Siberian party from Manila. Some steamer friends and other acquaintances were at Shanghai, and the time passed pleasantly amongst them.

It is evident that the salvation of the Family cannot come from Germany, for there would not be any place and way to take the Emperor out of Tobolsk, but by way of the Trans-Siberian, a long journey with no possibilities of getting out of this country. The local Bolsheviki are beyond the control of the centers. The Ekaterinburg organization is weak as I already wrote you.

Bruce joined Meares at Vladivostock, and he must have thought he was joining a travelling circus when he ran into this outfit. Meares crossed by Trans-Siberian Railway to Vladivostock, thence made preparation to travel round the Sea of Okotsk to collect the necessary dogs.

We then passed to the subject of the trans-Siberian Railway. In this he seemed interested, but in a vague way which added nothing to my knowledge. Asking me regarding my former visit to Moscow, and learning that it was during the Crimean War, he said, "At that time I was in Sebastopol, and continued there as a soldier during the siege."

It may be said here that the misery of this long journey on foot has been somewhat mitigated since the introduction of railroads and steamboats, and will very likely be done away with when the Trans-siberian Railway is finished; but for centuries the horrors of the convict train have piteously appealed to the charity of the world, while the sufferings and brutalities which the exiles have had to endure stand almost without parallel in the story of convict life.

Russia leased from China for ninety -nine years Port Arthur and Talien Wan, and took practical possession of Manchuria, through which a railroad was built connecting with the Trans-Siberian road, while Port Arthur afforded her an ice-free harbor for her Pacific fleet.
