While Uriankhai forms part of Autonomous Outer Mongolia, yet since Outer Mongolia is under China's suzerainty, and its territory is expressly recognized to form part of that of China, China cannot look on with indifference to any possible cession of territory by Outer Mongolia to Russia.

Japanese subjects in South Manchuria and Eastern Inner Mongolia shall have the right to lease or own land required either for erecting suitable buildings for trade and manufacture or for farming. Article 3. Japanese subjects shall be free to reside and travel in South Manchuria and Eastern Inner Mongolia and to engage in business and in manufacture of any kind whatsoever. Article 4.
'If things are to remain as they are, it amounts pretty much to this, that in the warmer months of the year I can travel through parts of Mongolia teaching the Gospel and dispensing medicines; the rest of the year I can turn my attention to Chinese work in Peking. This is a pleasant enough arrangement for me, but it is not a very vigorous prosecution of the work of the Mongol mission.
I knew then that I really stood upon the edge of the greatest plateau in all the world and that it could be only Mongolia. We had tiffin at a tiny Chinese inn beside the road, and trotted on toward Hei-ma-hou between waving fields of wheat, buckwheat, millet, and oats oats as thick and "meaty" as any horse could wish to eat.
