Tarte, who had acquired much influence in French Canada by his irrepressible energy, and who was placed over the department of public works.

The campaign absolutely vindicated the tactical foresight of Tarte. A good deal might be said about that campaign if space were available. But one or two features of it may be noted.

To Tarte, who was his intimate, Laurier at this moment did not appear as one overcome with his destiny and drifting with the tide, but as the resolute captain of the ship, who knew where he wanted to go, had a fairly clear idea as to how to get there, and also knew whom he wanted with him on the voyage. Later on Tarte forgot about this.

Disappointment among the Liberals led first to rage and then to rage plus fear as Tarte with the magic wand of the patronage and power of the public works department, began to make over the party organization in the province. Open rebellion under François Langelier broke out in December: "A coalition with Chapleau," Langelier informed the public, "is under way." But the rebellion died away.

In 1902 the manufacturers began a strong campaign in that direction, which was given aggressive support by the minister of Public Works, J. Israel Tarte, often termed by opponents of the Government the 'Master of the Administration. This breach of ministerial solidarity Sir Wilfrid Laurier met, on his return from the Colonial Conference, by an instant demand for Mr Tarte's resignation.

He sought a refuge and he found it in parliament, to which he was elected in 1891 as an Independent as the result of an arrangement with Laurier. As he used to say, it was a case of parliament or jail for him. Inevitably, in following up his charges in parliament, Tarte was thrown into more and more intimate relations with the Liberal leaders.

So Laurier and the Liberal party retired within the lines of Torres Vedras and bided their time. But Tarte had no end of trouble in keeping the party to the path marked out. The fainthearts of the other provinces could not keep from their minds the haunting fear that the road they were marching along led to a morass.

Serve with whipped cream. German Bread Tarte. Take 1 cup of rye bread-crumbs and mix with the beaten yolks of 4 eggs, 1/2 cup of sugar, some pounded almonds, a pinch of cinnamon, nutmeg and a piece of chocolate grated. Add 1 teaspoonful of lemon-juice, 1 tablespoonful of brandy and 1 of wine. Beat the whites to a stiff froth; add to the mixture.

Blissfully unaware that before the next general election they would be lauding the same Tarte to the skies, the chiefs of the Opposition made their war-cry for Ontario, 'Shall Tarte rule? Concurrently in Quebec the prime minister was denounced for sending the contingent at all, both by Conservatives and by one of the ablest of his former followers, Henri Bourassa, who had broken with his leader on this issue and on other more personal grounds.

He knew that for him there was no Conservative forgiveness; as he was wont to say: "I have spoiled the soup for too many." It was not long before Sir John Thompson could congratulate Laurier, in one of the sharpest sayings parliament ever heard, upon having among his lieutenants "the black Tarte and the yellow Martin."
