If millions recede before single men, and senates are passive, as if composed of members who had no opinion or sense of their own; on whose side have the defences of freedom given way, or to whom shall we impute their fall?

The history of a TIBERIUS or a NERO makes us dread a like tyranny, were our monarchs freed from the restraints of laws and senates: But the observation of any fraud or cruelty in private life is sufficient, with the aid of a little thought, to give us the same apprehension; while it serves as an instance of the general corruption of human nature, and shows us the danger which we must incur by reposing an entire confidence in mankind.

Parliaments and Senates may represent the general will of the community, and may pass laws and administer them as public sentiment approves. But such bodies can preside successfully only among subjects who are directly represented in them. They are too ignorant, too selfish, too divided, to govern others; and imperial aspirations draw after them, by obvious necessity, an imperial rule.

It was purely a civic influence, and it was sustained by this remarkable usage in itself a standing opprobrium to both Greek and Roman viz. the unlimited license of tongue allowed to anger in the ancient assemblies and senates.

The man whose sword had done knightly service on many a battle-field for freedom, whose tongue had controlled mobs and senates, courts and councils, whose subtle spirit had metamorphosed itself into a thousand shapes to do battle with the genius of tyranny, now quenched the feverish agitation of his youth and manhood in Hebrew and classical lore.
