But independently of all feelings of disgust, there are sanitary considerations which are of infinitely more importance, for it so happens that, at a time when the weather is hottest and the season most unhealthy, a larger number of animals die; and I have very little doubt that this eating of rotten meat causes amongst the Pariahs a large quantity of disease, and especially of cholera, which they would not fail to disseminate with fatal certainty amongst all classes, were the native Christians compelled to take the Sacrament indiscriminately.

They have laid down a large policy of medical, sanitary, and financial aid. I am a hardened niggard of public money. I watch the expenditure of Indian revenue as the ferocious dragon of the old mythology watched the golden apples. I do not forget that I come from a constituency which, so far as I have known it, if it is most generous, is also most prudent.

The wounded were doubled over with pain or lying on the ground or propping themselves against the trees in painful silence. Some had opened their knapsacks and drawn out their sanitary kits and were trying to care for their cuts. The infantry was now firing incessantly. The number of riflemen had increased.

And in what direction are we to look for the coming advance? We have had some sixty years of public sanitation; we have secured a supply of sanitary experts to whom all questions affecting the physical welfare of masses of people may be referred. We have a few architects who know the requirements of a livable house, not merely one which shows off well as first built.

They have been, they told me, somewhat careless of sanitary regulations, and have had typhus fever in their houses; but they are now generally healthy. They make very few articles for themselves, but buy a good deal. They make no regular business statement, and owe no debts. They once had a defalcation, but only of a trifling amount.

In return for a guarantee of independence, however, the United States stipulated, in the convention concluded on the 18th of November, that, besides authority to enforce sanitary regulations in the Canal Zone, it should also have the right of intervention to maintain order in the republic itself.

"Might make 'em into a sort of sanitary brick," he reflected over his cigar end. "Or a friable biscuit. Why NOT? You might advertise: 'Why are Birds so Bright? Because they digest their food perfectly! Why do they digest their food so perfectly? Because they have a gizzard! Why hasn't man a gizzard? Because he can buy Ponderevo's Asphalt Triturating, Friable Biscuit Which is Better."

Here a house may be put up with its own windmill or gas-engine to pump water, with its own drainage system, giving all the sanitary comforts of the city house, for about $5000. The same inside comforts in one quarter the space, minus the isolation and garden, may be had in a suburban block for one half that sum.

A community where the blessings of home and education and sanitary laws and religion are valued and made available for all, and where liberty, which nowhere shines so sweetly as amongst a frugal, industrious, intelligent, simple and godly people, reigns in truth.
