Taft was sincerely open to Roosevelt's suggestions, and that he quite naturally gave Roosevelt the impression that he intended to follow them, not because they were Roosevelt's, but because they were his own also. As soon as he began to realize that he was President, and that a President has a right to speak and act on his own motion, Mr.
Perhaps one-third of the members of the Legislature, according to Roosevelt's estimate, were purchasable. Others were timid. Others again were either stupid or honestly so convinced of the importance of "business" to the general welfare that they were blind to corporate faults.
Taft's mouth is a good-natured, smiling, laughing, jovial mouth, instead of the grim, hard, fighting mouth as shown in Mr. Roosevelt's type. The orders to Dewey were never sent, the President publicly congratulated the Kaiser on his loyalty to the principle of arbitration, and, at Roosevelt's suggestion, the case went to The Hague. Not an intimation of the real occurrences came out till long after, not a public word or act marred the perfect friendliness of the two nations.
Roosevelt's far-sightedness had kept the body-snatchers at bay, and because he had foreseen what money-power and greed would do, Alaska was not entirely stripped today, but lay ready to serve with all her mighty resources the mother who had neglected her for a generation. But it was going to be a struggle, this opening up of a great land. It must be done resourcefully and with intelligence.
And Roosevelt's analysis of Platt may stand alongside of Machiavelli's portraits of the Italian Bosses four hundred years before they were not called Bosses then.
"Who said anything about quitting?" he demanded. "I only want to know what I am to do if I get into trouble with the men." "That's more than I can tell you. It's up to you as a ranger to find the ways to manage your men. But I can tell you this. It is always best to follow Mr. Roosevelt's plan and speak softly but carry a big stick. Be kind to the men. Be square with them. Play no favorites.
Roosevelt's name was identified with the bills which began the revision of that very much revised instrument. Somewhat later, as one of the Federal Commissioners, Mr. Roosevelt made a most useful contribution to the more effective enforcement of the Civil Service Law.
