Before the Industrial Commission in 1897-1900, all the heads of the great "trusts" Rockefeller, Archbold, Havemeyer testified in favor of Federal incorporation; almost all other witnesses, except one or two New York or New Jersey corporation lawyers, against it.

William Rockefeller, George F. Baker, James Stillman, Otto H. Kahn, Thomas Fortune Ryan, George W. Perkins, J. Ogden Armour, John H. Patterson, Jacob H. Schiff and Andrew Carnegie, all business giants with money enough to subsist on the most expensive delicacies, are said to live more plainly than does the average American who is complaining of the high cost of living.

The leading streets, Rockefeller, Colby, Hoyt, etc., were named for these early promoters. Hewitt Avenue was given the name of a man who is today recognized as the leading capitalist of the state of Washington. Even the building of those streets reflected no credit upon the city. The work was done by what amounted to convict labor.

To these must be added from seven hundred to eight hundred men around the city employed in making barrels for the oil, and from $20,000 to $25,000 per year expended among plumbers and various other mechanics for repairs. Scientific investigations conducted with the aim of discovering the causes for this general inefficiency have led to the conclusion that the eradication of the mosquito and hook-worm will add greatly to the ability of the wage-earners. A systematic campaign in this direction has been made possible through the recent gift of Mr. Rockefeller.
