The two reformatories to which the children, after various examinations, were consigned, represented the worst and the best types of such institutions. Dan Lewis was put behind barred windows with eight hundred other young "foes of society." He was treated as a criminal, and when he resented it, he was put under a cold shower and beaten with a rattan until he fainted.

Marriage protecting the child, yet orphan asylums and reformatories overcrowded, the Society for the Prevention of Cruelty to Children keeping busy in rescuing the little victims from "loving" parents, to place them under more loving care, the Gerry Society. Oh, the mockery of it! Marriage may have the power to bring the horse to water, but has it ever made him drink?

No other single industry furnished anything like this proportion. From time to time reformatories and institutions dealing with delinquent women and girls examine the industrial status of their charges, always with results which agree with or even exceed the Massachusetts statistics.

Our volunteer visitors reported in duplicate one copy for the official board, and one for the unofficial committee. When the method was inaugurated, Mr. T. S. Reed. Chairman of the Board, was completely won over. We had nothing to do with the reformatories, except that our visitors went to see those placed out at service in their neighbourhood. Our success attracted attention elsewhere.

Two independent reformatories are needed; one for the segregation of women, and another for the segregation of young men serving their first sentence.

The only adventure that their surroundings offered them has been the adventure of practising mildly criminal misdeeds without getting landed in reformatories and prisons; those of them that have not been successful in keeping clear of detection are walking round and round prison yards, experiencing the operation of a discipline that breaks and does not build.

Add to this that these men's charities were boundless; that they were spending yearly, and on the whole spending wisely and well, ten times as much as ever was spent before in the world, on educational schemes, missionary schemes, church building, reformatories, ragged schools, needlewomen's charities what not?

At the present time some states have fairly satisfactory penitentiaries, reformatories, and insane asylums, while other states have utterly unsatisfactory ones; but in all the states both the machinery and the management are capable of considerable improvement.

After giving him one fourth off for good behavior, he has but little more than three years of actual service. This will give him plenty of time to learn a trade, so that when he goes out of prison he can make a living for himself and for those depending upon him. For crimes that require lighter sentences of imprisonment let jails or reformatories be brought into requisition.

He has no means for washing himself properly: but he has enough of the innate sense of beauty and fitness to feel that he ought not to be dirty; he thinks that others despise him for being dirty, and he half despises himself for being so. In all raged schools and reformatories, so they tell me, the first step toward restoring self-respect is to make the poor fellows clean.
