We build chapels, and feed orphans, and clothe widows, and endow reformatories, and establish beds in hospitals, how?
New York is the first State to establish such reformatories for adult women. Private philanthropy has offered refuges and semipenal institutions. The State stands aloof. Even in New York public officials are strangely skeptical of the possibilities of reform.
Land may, of course, be taken for all municipal purposes, including public squares or parks, playgrounds, reformatories and penal institutions, levees, ditches, drains, and for cemeteries; and the right is being granted to private companies other than those above mentioned, in Colorado, to tunnel, transportation, electric power, and aërial tramway companies; in North Carolina to flume companies; in many States for private irrigation districts; in the West generally to mining or quarrying companies; in West Virginia and other States to electric power, light, or gas companies; while in North Carolina, Washington, and Wisconsin, we find the dangerous grant of this great power to electric-power companies, which are, in Wisconsin at least, expressly permitted to flood lands by right of eminent domain in order to form ponds for power purposes.
They are worth something, and Christ will not let them be wasted; he will send clergymen, teachers, missionaries, schools, reformatories, penitentiaries, hospitals ay, and other messengers of his, of whom we never dream, for his ways are as high above our ways as the heaven is above the earth: with all these he sweeps his house, and his blessing is on them all, for by them he finds the valuable coin which was lost.
You have your reformatories, your training ships, like your Akbar, which I visited with deep satisfaction yesterday- -institutions which are an honour to the town of Liverpool, at least to many of its citizens. But how is it that they are ever needed?
As a result of this system of public economy and industrialism, sweat-shops, child labor, poor houses, public reformatories, and the long list of pernicious and iniquitous customs in vogue on your Earth are unknown on our planet. No worries mar the life of the people of Mars. Worry has no place in the Martian mind.
These things coupled with the absence of reformatories for youths were destined, Foresta felt assured, to produce a harvest of criminals.
Holland, on the other hand, provoked their admiration more and more. Travellers were never done exclaiming at its municipal governments, its reformatories and workhouses, its industry, frugality, and social economy. The neat buildings, elegant streets, and quiet inns, were the subject of many encomiums.
All naval seaports were full of women, and to prevent the supply from running short thoughtful parish officials church-wardens and other well-meaning but sadly misguided people added constantly to the number by consigning to such doubtful reformatories the undesirable females of their respective petty jurisdictions.
Prisons were now made clean and healthy, and the idea of reforming the criminal instead of taking vengeance upon him was spreading. Reformatories for children had been opened in New York, Boston, and Philadelphia. There were institutions for homeless children, for the sick poor, for the insane, and for other unfortunate classes.
