The pro-memoria reads as follows: Unfortunately, Roumania can withdraw from the war not as much exhausted as justice and the justified interests of the Monarchy could wish. The loss of the Dobrudsha will be made good by territorial gains in Bessarabia, while the frontier rectifications demanded by us are out of all proportion with Roumania's guilt and with her military situation.

As might be expected, I met with violent opposition from Hungary, where, under the name of strategical frontier rectifications, as a matter of fact greater annexations were desired.

Great Britain naturally felt the point of this weapon most as governing wide Moslem territories, and one can imagine some such interview as this: "Frontier rectifications, my dear Sir Nicholas? By all means and, talking about frontiers, I do hope affairs are quite quiet now on your north-west frontier; I take such an interest in my East Indian correspondence."

But there are always two parties in every question "Little-endians" and "Big-endians" and a great many people were of opinion that these very "rectifications" were, in fact, an additional source of peril to the capital.

With one operation at a low temperature we obtain products which are almost impossible to get even by an indefinite number of rectifications at a high temperature, the temperature having an intrinsic value in the operation. 3. The alcohols obtained are wholesome, and can be put on the market without danger. 4.

The urns, receiving no other heat than that which the vapors coming out of the still can transmit to them, raise the spirit; the water, at least the greatest part of it, remains at the bottom: hence, what runs from the worm is alcohol; that is, spirit at 35°. It is easily understood how the vapors coming out of the still are rectified in the urns, and that three successive rectifications bring the spirit to a high degree of concentration: it gets lower only when the vinous liquor draws towards the end of the distillation.

The frontier rectifications, as they stood on the Austro-Hungarian programme, were barely alluded to, and the economic questions, which later played a rather important part, were only hinted at. Avarescu's standpoint was that the cession of the Dobrudsha was an impossibility, and the interview ended with a non possumus from the Roumanian general, which was equivalent to breaking off negotiations.

The late general Homaging at Breslau, and solemn Taking Possession of the Country by King Friedrich, under such peaceable omens, had straightway, as we gather, brought about, over Silesia at large, or at least where pressingly needful, various little alterations, rectifications, by the Prussian model and new rule now introduced.

In recent years certain "rectifications" had been effected in the course of the Danube, which one-half of the community averred would for ever prevent the chance of any recurrence of the catastrophe of 1838.

To meet these difficulties, I have sought on all sides diligently and faithfully to provide helps for the sense substitutes to supply its failures, rectifications to correct its errors; and this I endeavour to accomplish not so much by instruments as by experiments.
