Newspapers, schools, exhibitions were used in ways which startled the stolid Englishman into attention. Circumstances played into the hands of the propagandists, who took advantage of the flow of United States settlers into the West, the Klondike gold fields rush, the presence of Laurier at the Jubilee festivities at London in 1897, Canada's share in the Boer War.
For nearly two years he kept his country out of the war. The task was no easy one. He was assailed at home at once by the German propagandists, who wanted him, in defiance of International Law, to forbid the sale of arms and munitions to the Allies, and by Colonel Roosevelt, who wished America to declare herself definitely on the Allied side.
If married, their courtships had been without passion, and their wedded years without competition, and generally without other incidents than children. It seemed as if the German Government expressly desired to stir up hatred against America on this issue in order to force the American Government through fear of either the German Government, or the German-American propagandists at home, to put an immediate embargo on the export of these supplies.
Thus a constitution would be granted, and though the first Assembly might be conservative in spirit, autocracy would be compelled in the long run to yield to parliamentary pressure. No such elaborate projects were entertained, I believe, by the majority of the propagandists.
