If the main result of their influence was to strengthen that cosmopolitan conception of Christendom of which the papacy was the head and the friars the agents, their zeal for righteousness often led them beyond their own rigid platform, and Englishmen honoured the wandering friar as the champion of the nation's cause.

At the time when the Papacy was exposed to mortal danger in Italy, it neither received nor could receive the slightest assistance either from France, then under Louis XI, or from England, distracted by the Wars of the Roses, or from the then disorganized Spanish monarchy, or from Germany, but lately betrayed at the Council of Basle.

France was still menacing, and a claim advanced by Pope Boniface the Eighth at its suggestion to the feudal superiority over Scotland arrested a new advance of the king across the border. A quarrel however which broke out between Philip le Bel and the Papacy removed all obstacles. It enabled Edward to defy Boniface and to wring from France a treaty in which Scotland was abandoned.

The weak point in the decree of Nicholas II had been that the German clergy were not represented at the Council which issued it, and it was construed in Germany as a manifest attempt of the reforming party to secure the Papacy for Italy as against the German influence maintained by Henry III. The Roman nobles also had seen in the decree the design of excluding them from any share in the election.

As for excommunication and threats, such things need not trouble them: they meant as little as if a mad father were to threaten his son who was guarding him. The sharpest replies on the part of Luther were next provoked by two writings which justified and glorified the Divine authority and power of the Papacy.

And two things happened of the utmost moment to incipient civilization the establishment of the papacy and the celibacy of the clergy. The first prevented the spiritual power from concentrating in the same lines as the temporal power; and the latter prevented the establishment of a priestly caste, during a time when all power tended to hereditary form.

And as the war drifted on, as the hatred of Spain and resentment at the Papacy grew keener and fiercer, as patriotism became more identified with Protestantism, and Protestantism more identified with hatred of Rome, the side of English religion which lay furthest from all contact with the tradition of the past grew more and more popular among Englishmen.

There he stands on a colossal stage, in the presence of a hundred thousand spectators, on the 8th of June, 1794, the most glorious day of his life, at that fete in honor of the Supreme Being, which is the glorious triumph of his doctrine and the official consecration of his papacy.

Though it seemed to be of democratic origin, it was henceforth riveted to that Roman soil, it remained kingly in spite of everything, forced to cling to the principle of temporal power under penalty of suicide, bound by tradition, enchained by dogma, its evolutions mere simulations whilst in reality it was reduced to such immobility that, behind the bronze doors of the Vatican, the papacy was the prisoner, the ghost of eighteen centuries of atavism, indulging the ceaseless dream of universal dominion.

The chief means which France still possessed of holding the Emperor at bay lay in the disunion of the Empire, and it was resolute to preserve this weapon against him at whatever cost to Christendom. While Francis remonstrated at Rome against the concessions made to the Lutherans by the Legates, he urged the Lutheran princes to make no terms with the Papacy.
