Young Sir Richard Calmady had brought home his bride, and it was but fitting the whole countryside should see her. So all and sundry received generous entertainment according to their degree. Labourers, tenants, school-children. Weary old-age from Pennygreen poorhouse taking its pleasure of cakes and ale half suspiciously in the broad sunshine.
Old-age pensions were then unheard of, and the Lamonts would have thought themselves insulted had any one suggested parish relief for the old woman; although her helpless condition would have justified it, for she never moved from her corner by the fire, to which she was carried from her bed in the morning to be borne back to bed at night.
He wished to introduce a State monopoly for the sale of tobacco, brandy, and beer. He entered into calculations by which he proved that were his policy adopted all direct taxation might be repealed, and he would have a large surplus for an object which he had very much at heart the provision of old-age pensions. It was a method of legislation copied from that which prevails in France and Italy.
Under the 1954 Amendments to the old-age and survivors' insurance program, protection was extended to some 10 million additional workers and benefits were increased. The system now helps protect 9 out of 10 American workers and their families against loss of income in old age or on the death of the breadwinner. The system is sound. It must be kept so.
Those who receive old-age and survivors insurance benefits receive an average payment of only $25 a month. Many others who cannot work because they are physically disabled are left to the mercy of charity. We should expand our social security program, both as to the size of the benefits and the extent of coverage, against the economic hazards due to unemployment, old age, sickness, and disability.
Philosophy hath discourses, whereof infancie as well as decaying old-age may make good use.
Our basic social security program, the Old-Age and Survivors Insurance system, to which individuals contribute during their productive years and receive benefits based on previous earnings, is designed to shield them from destitution. Last year I recommended extension of the social insurance system to include more than 10,000,000 additional persons. I ask that this extension soon be accomplished.
Full contributory coverage under old-age and survivors' insurance should be made available to all Federal personnel, just as in private industry. For career military personnel, the protection of the old-age and survivors' insurance system would be an important and long-needed addition, especially to their present unequal and inadequate survivorship protection.
To be one of the town poor indicated that the individualistic battle had been fought and lost. No one ever dreamed, apparently, that a time for old-age pensions and honorable retiring funds was coming. The feeling against any form of community assistance was like the bitter hatred of the workhouse among English laborers of the eighteen-forties.
I said a few minutes ago that this session had been marked by a measure of great and cardinal importance. Surely no one will deny the magnitude and significance of the step which has been taken in the establishment of a system of old-age pensions.
