Impossible to find a room where he could live more cheaply than in the one he had got, and it is not easy to dine in London on less than ninepence. Only the poor can live cheaply. He pressed his hands to his face. His head seemed like splitting, and his monetary difficulty, united with his literary difficulties, produced a momentary insanity.

If he could only have been sure of her moral exemption from taint, a generous ardour, in reserve behind his anxious dubieties, would have precipitated Dudley to quench disapprobation and brave the world under a buckler of those monetary advantages, which he had but stoutly to plead with the House of Cantor, for the speedy overcoming of a reluctance to receive the nameless girl and prodigious heiress.

Wine, Gertrude of the opera, Paris and a life of ease; all these were his. A hundred thousand crowns, a hundred thousand florins, two hundred thousand francs, two hundred thousand marks! He computed in all monetary denominations; in all countries it was wealth. Something rose and swelled in his throat, and he choked hysterically. A voice whispered "No, not a hundred thousand; four millions!"

The general conclusion was reached that it is necessary to maintain in the world the monetary functions of silver as well as of gold, leaving the selection of the use of one or the other of these two metals, or of both, to be made by each state.

We see them picking up lumps of gold from the surface, or digging them out of the earth, or collecting the glittering dust by sifting and washing; and then we hear of vast torrents of the precious metal finding their way into Europe, threatening to swamp us all with absolute wealth, and confound and travesty the whole monetary transactions of the world. What we don't see, is the gold itself.

We do not rely on the safety of the system, but we look upon it as a strong proof that our monetary regulations are wrong, and that there is not only a wish, but several practical ways, effectually to evade its fetters. We are not, however, going into that question, though it is by no means unconnected with our present subject.

Provincial governors were made more really responsible, and a scientific census revealed the actual tax-paying capacity of the provincials; tax-farming was more closely superintended and gradually disappeared. It is true enough that even under the Empire great fortunes were made and lost, but the gambling spirit, the wild recklessness in monetary dealings, are not met with again.

The 'economic man' does not exist in nature; he is a fictitious creature who is responsible for a great deal of social injustice. Some modern economists, like Mr. Hobson, would substitute for the old monetary standards of production and distribution an attempt to estimate the 'human costs' of labour.

The Depository Institutions Deregulation and Monetary Control Act, adopted last March, provides for the phased elimination of a variety of anti-competitive barriers to financial institutions and freedom to offer services to and attract the savings of consumers, especially small savers.

We may be sure the wine-vats lay and rotted there, and furnished no monetary profit to the wool-weaving tavern-keeper; but doubtless they furnished him a rich profit of another kind when he walked about his newly-acquired property, and explained what he was going to do with the wine-vats.
