In the autumn of that year Maryland, whose representatives had paid so little attention to Lincoln two years before, passed an Amendment to the State Constitution abolishing slavery without compensation. A movement in the same direction was felt to be making progress in Kentucky and Tennessee; and Missouri followed Maryland's example in January, 1865.

After his withdrawal in 1812, matters were in a disturbed state for some years and no classes were graduated until 1822, when Rev. Henry L. Davis, the father of Maryland's famous orator, Henry Winter Davis, was principal. After that year there were no graduates until 1827, when Rev. William Rafferty was head of the college.

Thus, though I am disposed to think more despondingly than before of Maryland's chances of aiding herself, for the present, with the armed hand, my conviction remains unchanged as to the proclivities of the majority of her population, both civic and agricultural.

But Maryland's course was well considered: she pursued it resolutely, and was rewarded with complete success. By February, 1779, all the other states had ratified the articles of confederation.
