"The Hottentots, won over by kindness and presents, thought it of little consequence that strangers should possess a small portion of their extensive territory, and willingly consented that the settlement should be made. They, for the first time in their lives, tasted what proved the cause of their ruin and subsequent slavery tobacco and strong liquors.

Clothing is obtained alone from passing ships, in barter for refreshments. There are no springs on the island, but as it rains generally once a month they have plenty of water, although at times in former years they have suffered from drought. No alcoholic liquors, except for medicinal purposes, are used, and a drunkard is unknown....

These liquors are not only expensive, but dangerous things to offer freely in mixed companies. Many boys get their first taste for drink at fashionable parties, and many reformed men have the old fiery thirst revived by a glass of wine poured out for them in social hospitality. I am afraid to have my conscience burdened with the responsibility which this involves."

Our scheme of taxation, by means of which this needless surplus is taken from the people and put into the public Treasury, consists of a tariff or duty levied upon importations from abroad and internal-revenue taxes levied upon the consumption of tobacco and spirituous and malt liquors.

Here had arrived, not long before them, two French ships, with wine and brandy, and suchlike commodities; whereby these liquors, at the arrival of the pirates, were indifferent cheap. But this lasted not long, for soon after they were enhanced extremely, a gallon of brandy being sold for four pieces of eight.

II. in execution, and the same had not been found effectual to answer the purposes intended," the commons being desirous to raise the necessary supplies in the easiest manner, do grant the rates on spirituous liquors, hereafter mentioned, and repeal the present rates.

This spirit, to my taste, is more palatable than most distilled liquors, having a very decided and peculiar flavor. It is a little fiery when new, but as water soon quenches fire, it is not spared by the native retailers, whose arrack would be of a most innocent character were it not for their infamous addition of stupefying drugs and hot peppers.

The vilest compounds of intoxicating liquors were sold indiscriminately to every one, and for a time it seemed as though the place had become a very Pandemonium. No civil authority had been given to the commander of the Expedition, and no civil power of any kind existed in the settlement. The troops alone were under control, but the populace were free to work what mischief they pleased.

Some of these have secret passages connecting them with other buildings, and are used for purposes of crime, or they have hiding places known only to the initiated, where the offender against the law may hide from the police, or where a ruffian may conceal or imprison his victim, without fear of detection. Rum, gin, whisky, and other liquors of the vilest kind, are used in profusion here.

The same operation is repeated for the third time; the three united liquors are slightly stirred, and, still warm, transported into one of the hogsheads of fermentation, which it nearly fills up. As there must be four of these hogsheads filled up daily, the work at the kettle must be kept going on, without interruption, until that quantity is obtained, which may be done in about twelve hours.
