The most stringent laws have been passed in that city against Negroes, yet a few years since the State Legislature passed a special act to enable a white man to marry a coloured woman, on account of her being possessed of a large fortune. And, very recently, the following paragraph appeared in the city papers:
January 15, 1856, an election was held under this constitution for state officers, a state legislature, and a representative in Congress. The House agreed, July 3d, by one majority, to admit Kansas with the Topeka constitution, but the Senate refused. The Topeka Legislature assembled July 4th, but was dispersed by United States troops. This was done under command from Washington.

In England, even under the most despotic kings, parliament was always able to curb the power of the Crown by refusing to grant supplies; but this check did not exist in New Brunswick, or in the other colonies of British North America at that time, because the governor had sources of revenue quite independent of the legislature.

General William Moultrie, son of Dr. Moultrie, was Governor in 1785-87 and 1794-96. "No measure of importance was adopted by the legislature without his taking part in it, while many originated with himself." McDuffie County in Georgia is so named in his honor.
The measures of the General Consociation were mild in comparison with the laws passed by the legislature in the following May. Governor Talcott, tolerant toward all religious dissenters, had recently died, and the conservative Jonathan Law of Milford was in the chair of the chief magistrate.
The department of administration is, however, almost equally important; and some attempt must be made to associate with a reform of the local legislature a reform of the local administration. The questions of administrative efficiency and the best method of obtaining it demand special and detailed consideration.
