The consequence will be that large capitals will depreciate in value, and mediocrity be brought to the front; land-owners will hasten to sell, because it will be better for them to consume their property than to get an insufficient rent from it; capitalists will recall their investments, or will invest only at usurious rates; all exploitation on a large scale will be prohibited, every visible fortune proceeded against, and all accumulation of capital in excess of the figure of the necessary proscribed.
This lack of understanding led to dissension and, in some instances, rebellion. When the wealthy land-owners of the southern part of the colonized area started buying up land in lower Fairfax County for speculation, they did not buy out the title of the Doeg Indians, who occupied this area at that time.
So, bonds issued by the city of Boston under a statute expressly authorizing them to enable land-owners to rebuild after the great fire, were held to be void. A Federal loan was proposed to raise money to lend to the inhabitants of San Francisco to rebuild after the earthquake, but failed of enactment.
The quantity of land devoted to grain is therefore exactly what the aristocratic land-owners choose to make it; and, never suspecting that a well-fed peasant is more efficient as a laborer than a famished one, they have made it barely enough, in good years, to keep the miserable population from entirely perishing.
He stiffened slightly but perceptibly, like a man clicking the buckles of his ready armor, and two townswomen who listened gradually turned their backs, but remained near. "Yes yes," he said, with uncomfortable haste. "Any er information of course " Miss Taylor got out her notes. "The leading land-owners," she began, sorting the notes searchingly, "I should like to know something about them."
I should like to have old land-owners married, in a certain sense, to the state through their family or profession, attached by some tie to the commonwealth. Such men would come to Paris annually, converse with the emperor in his own circle, and be contented with this little bit of vanity relieving the monotony of their existence." Thibaudeau, "Memoires sur le Consulat," ch.
He asked land-owners and employers to furnish opportunities for such reforms; which would involve no elaborate organization nor unelastic rules; simply the one thing needful, the refusal of Commercialism. As before, he scorned the idea that real good could be done by political agitation. Any government would work, he said, if it were an efficient government.
Paul knew as much as before. "What is a locomobile?" he asked. "A steam-engine which can be moved anywhere, and which great land-owners use to turn their thrashing-machines; one can also harrow and plough with it, for such a thing has more strength than ten horses." "But why is it drawn by horses, then?" he asked. "Because by itself it cannot move anywhere," was the answer.
In this act have been seen the formal acceptance and date of the introduction of feudalism, but it has a very different meaning. The oath described is the oath of allegiance, combined with the act of homage, and obtained from all land-owners, whoever their feudal lord might be.
Now, a garden, after the sun has dried the paths, warmed the air, absorbed the dew, is admissible. But a possession that compels an early turning out into fogs and discomforts deserves for this fact alone the anathema of all rational beings. "I really believe, sir, that the literature of the garden, so abundant everywhere, is written in the interest of suburban land-owners.
