To leave my home and business in the middle of winter and spend a fortnight with a lot of fellows whom I do not know from Adam! That is one of the agreeable things supplied by constitutional government. The French have to be judged by their peers! Of what use is it to pay for judges if we, land-owners, are obliged to do their work.
The land-owners feared it, for, having themselves for the most part kept aloof from modern education, and shrinking instinctively from the limelight of political controversies and such electioneering competitions as they had already been drawn into for municipal and local government purposes, they felt themselves hopelessly handicapped in a struggle that threatened their traditional prestige and authority as well as their material interests.
He understood it, as some of his early speeches show, and he might have "established a just Land Court with the support of all the best land-owners in Ireland."* Why the Land Court established by Gladstone in 1881 was unjust Froude did not explain. Some of the best landlords, if not all, supported it, and it relieved an intolerable situation.
Hence they perished. In the modern society the organization of labor is high. Some are land-owners and agriculturists, some are transporters, bankers, merchants, teachers; some advance the product by manufacture. It is a system of division of functions, which is being refined all the time by subdivision of trade and occupation, and by the differentiation of new trades.
Reference is made elsewhere to a similar condition in the State of Delaware, in which the churches of the old land-owners have been abandoned and replaced at heavy expense with poorer churches built by the incoming tenant farmers. Everywhere in the United States this process has in some measure affected the country.
The obligation of national defence was incumbent, as of old, on all land-owners, and the customary service of one fully armed man for each five hides of land was probably the rate at which the newly endowed follower of the king would be expected to discharge his duty.
The great and all-present evil of the rural districts is this you have too many people for the work to be done, and you, the landed proprietors, are alone responsible for this state of things; and to speak honestly, I believe many of you know it. I have been charged with saying out-of-doors that this House is a club of land-owners legislating for land-owners.
Fitzgerald was a man who had always supported the demands of the Roman Catholics; he was also personally popular, and had the undivided support of nearly all the gentlemen and principal land-owners of the county, in which he himself had large property.
And then they would go on with their "says I" and "says she," and tell you all about summer flower shows for villagers, treats on Royal birthdays, invitations to see sights in the park, how the family have given a wedding present to this one, what they have brought or sent the other one when ill; and so on, and so on, until you come to think what a pity it is a few land-owners, with their wives and families, cannot come here for the lessons so many need, and see how well this family interpret the words: "Am I my brother's keeper?"
But in the first two centuries after the Conquest the number of freemen very rapidly increased; men who were not property owners, not land-owners, but still freemen. Especially it increased in the towns, for the towns very early established their right to be free, far earlier than the country.
