The government, on its part, had given, by the final arrangements, $35,000,000 cash, and completed road costing another $35,000,000; three and a half million acres of the land-grant had been sold for about $11,000,000, and at only two dollars per acre the fourteen odd million acres left were worth over $29,000,000. On the other hand, it was urged that the aid given was not so great as it seemed.

The land-grant policy entailed corruption and waste, of course; but what mattered a few million acres of land! No one had heard of a conservation problem at the close of the Civil War. Resources were limitless; without enterprise, without labor and capital, without transportation they had no value, they were free goods.

My youth and old age have been given to the service of the Government, and if the Government can be served with the dust of my bones it is theirs, Now that my boy is dead in Arabia I have also withdrawn my petition to the Government for a land-grant. What use? The house is empty. Man does not remain in the world But his name remains. Though Jam and Suliman are gone Their names are not lost.

This sum he pledged himself to give, and, as the comptroller of the State had estimated the value of the land grant at six hundred thousand dollars, Mr. Cornell supposed that this would obviate my objection, since the fund of the Agricultural College would thus be made equal to the whole original land-grant fund as estimated, which would be equivalent to keeping the whole fund together.

In their clear understanding and courageous grasp of the facts, and in their persistent support of the company through all the dark days until the railway was completed, Macdonald and Tupper and Pope deserved well of their country. Yet it is equally clear now that in many points the criticism of the Opposition was well founded. The land-grant was of least value when most needed in the early years.

If the land-grant were put on the market at once, for sale to settlers, it would bring relatively little, in face of the competition of the free homestead land in adjoining sections. Three expedients were devised to make it available as soon as possible.

The spirit, be it carefully observed, and not the forms, for the incompatibility between the military and the literary-scientific methods has been demonstrated repeatedly, the most recent evidence being furnished by those colleges that have attempted to combine, under the terms of the Congressional land-grant, agriculture, the mechanic arts, classical studies and military tactics.

Once, not unlike the Chicago fire map, Cowperwood had seen a grand prospectus and map of the location of the Northern Pacific land-grant which Cooke had controlled, showing a vast stretch or belt of territory extending from Duluth "The Zenith City of the Unsalted Seas," as Proctor Knott, speaking in the House of Representatives, had sarcastically called it through the Rockies and the headwaters of the Missouri to the Pacific Ocean.

The order has had a large influence in securing the following: The separation of certain agricultural colleges from universities which were receiving the land-grant funds, but were not, in the opinion of the farmers, duly contributing to agricultural education; the confining of the appropriations under the second Morrill act of 1890 strictly to instruction in agriculture and mechanical arts; the Hatch Act of 1887, establishing an experiment station in each state and territory; making the head of the Department of Agriculture a cabinet official; the agitation resulting in the famous Iowa court decision, that railroad franchises are subject to the power that created them; the establishment of the Inter-State Commerce Commission; tax reform in many states; laws favoring pure food and dairy products; preventing extension of patents on sewing machines; the establishment of rural free mail delivery.

In April, 1869, a bill favorable to the Little Rock and Fort Smith Railroad an Arkansas land-grant enterprise was before the House of Representatives. Blaine was Speaker. As the session was near its close and the bill seemed likely to be lost, its friends bespoke Blaine's assistance.
