He listened attentively, but said little. The matter seemed to end there; but not long afterward he came to me and said: ``I agree with you that the land-grant fund ought to be kept together, and that there should be a new institution fitted to the present needs of the State and the country.

It had been the smashing of the rival road, the Northern Pacific, in 1873, that had given the signal for the brief panic and the long depression of the seventies. The Minnesota road itself had twice become bankrupt. The legislature would undoubtedly soon declare the land-grant forfeited, unless the construction promised was completed.

I am ready to pledge to such an institution a site and five hundred thousand dollars as an addition to the land-grant endowment, instead of three hundred thousand, as I proposed at Rochester. As may well be imagined, I hailed this proposal joyfully, and soon sketched out a bill embodying his purpose so far as education was concerned. But here I wish to say that, while Mr.

Ollapod, who was explaining to me the history of the second land-grant made to Gorges, and between the sentences I had a chance to hear every word poor Bob said to Laura.

This happened in 1900. What were styled the land-grant railroads, that is to say, the railroad corporations which received subsidies in both money and land from the Government, were allotted land in alternate sections. The Union Pacific manipulated Congress to "loan" it about $27,000,000 and give it outright 13,000,000 acres of land.

The contract which the Queensland Government has just signed for the construction of a railway from Charleville and Point Parker marks the beginning of an era of transcontinental railways constructed by English companies upon the land-grant system.

There the "land-grant" colleges, whether separate colleges or whether organized as colleges of state universities, are securing magnificent buildings for agriculture, are offering fully equipped courses, and are enrolling as students some of the best men in college, whom they are educating not only for agricultural teachers and experimenters but also for practical farmers.

From private sources some $50,000,000 net had been secured: the $65,000,000 stock had been sold at varying prices, realizing slightly over $30,000,000 for the treasury, and first mortgage bonds, land-grant bonds less amount redeemed, and outstanding accounts made up the balance.

Other amounts include 21 million dollars for the support of vocational education in public schools, 5 million dollars for the land-grant colleges, 50 million dollars for the present school-lunch and milk program, 1 million dollars for the Office of Education, and approximately 13 million dollars for various other items.

The first of these, the Illinois Central, received a huge land-grant in 1850 and ultimately reached the Gulf at Mobile by connecting with the Mobile and Ohio Railroad which had also been assisted by Federal grants. But the panic of 1857, followed by the Civil War, halted all railroad enterprises. In the year 1856 some 3600 miles of railroad had been constructed; in 1865 only 700 were laid down.
