Prominent men, both black and white, who were identified with the evils which afflicted the State, were warned generally by a message signed "K.K.K." to make themselves scarce. If they neglected the warning they generally met a sudden and bloody end. At the same time the Klan unofficially tried and executed those criminals whom the official Government refused to suppress.

It soon became evident, too, that the whites were determined, by a well- disciplined legion, known as the Ku-Klux Klan, whose members pretended to be the ghosts of the Confederate dead, to intimidate the colored voters, and intimidation was often supplemented by violence and murder.

This policy was also favored by radicals like Senator Morgan, of Alabama, who, after movements like the Ku Klux Klan had done their work of intimidating Negroes into submission to the domination of the whites, concluded that most of the race believed that there was no future for the blacks in the United States and that they were willing to emigrate.
