Three thousand miles of coast and many harbors were included within the blockade limits, and were distributed into departments under different commanders. Each commander was instructed to declare his blockade in force as soon as he felt able to make it tolerably effective, with the expectation of rapidly improving its efficiency.
This is due to an increase Of $25,000,000 in the estimate for rivers and harbors for the next year on projects and surveys authorized by Congress; to an increase under the new pension bill Of $32,500,000; and to an increase in the estimates for expenses of the Navy Department Of $24,000,000. The estimate for the Navy Department for the year 1913 included two battleships.
There are pending before the Congress bills for further development of the Mississippi Basin, for the taking over of the Cape Cod Canal in accordance with a moral obligation which seems to have been incurred during the war, and for the improvement of harbors on both the Pacific and the Atlantic coasts.
