The changes in the law were vicious and in the opposite direction from the radical changes in popular sentiment. The specially odious provision of the new law, distinguishing it from general extradition statutes, was that forbidding resort to the writ of habeas corpus by the alleged fugitive at the place where seized.
We are now approaching the end of our task, for the legislation after James I, with the exception of a few great acts, such as the Statute of Frauds and the Habeas Corpus Act, hardly concerns us as not being part of our inherited common law.

All these things the writ of habeas corpus secures to be done, before it will suffer a man to be restrained of his liberty; for the writ is a mandate to the person holding another in custody, commanding him to bring his prisoner before the court, and show the authority by which it holds him.
