The removal, so far as possible, of all economic barriers was applied to German barriers, and accompanied by the blockade of a people with whom we have never been at war. The adequate guaranties to be given and taken as respects armaments were taken from Germany and given to no one.

The fourth article guaranties "the right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures." But there could be no such security, if every man could, on mere pretense or suspicion of injury, obtain a warrant for arresting his neighbor or searching his premises and seizing his property.

During the past summer the revolution against the administration which followed the assassination of President Caceres a year ago last November brought the Dominican Republic to the verge of administrative chaos, without offering any guaranties of eventual stability in the ultimate success of either party.

Honesty, capacity, and industry are nowhere more indispensable than in public employment. These should be fundamental requisites to original appointment and the surest guaranties against removal. Four years ago we stood on the brink of war without the people knowing it and without any preparation or effort at preparation for the impending peril.

All the vital rights of minorities and of individuals are so plainly assured to them by affirmations and negations, guaranties and prohibitions, in the Constitution that controversies never arise concerning them. But no organic law can ever be framed with a provision specifically applicable to every question which may occur in practical administration.

Instead of keeping closely to the real point, and the only point, at issue, namely, the claim of a minority to a right of rebellion when displeased with the result of an election, the bare question of Secession, pure and simple, they allowed their party to become divided, and to waste themselves in discussing terms of compromise and guaranties of slavery which had nothing to do with the business in hand.

"In how deliberate and extraordinary a manner your Majesty's ambassador consented to deprive your subjects of their ancient rights, and your Majesty of the power of procuring to them any new advantage, most evidently appears from his own letters, which, by your Majesty's directions, have been laid before your Commons: for when matters of advantage to your Majesty, and to your kingdom, had been offered, as proper to be made parts of this treaty, they were refused to be admitted by the States General, upon this reason and principle, that nothing foreign to the guaranties of the Succession, and of the Barrier, should be mingled with them; notwithstanding which, the States General had no sooner received notice of a treaty of commerce concluded between your Majesty and the present Emperor, but they departed from the rule proposed before, and insisted upon the article, of which your Commons now complain; which article your Majesty's ambassador allowed of, although equally foreign to the Succession, or the Barrier; and although he had for that reason departed from other articles, which would have been for the service of his own country.

It is true this military government is to be only provisional, but it is through this temporary evil that a greater evil is to be made perpetual. If the guaranties of the Constitution can be broken provisionally to serve a temporary purpose, and in a part only of the country, we can destroy them everywhere and for all time. Arbitrary measures often change, but they generally change for the worse.

Mexico has still to learn that however freely we may indulge in discussion among ourselves, the American people will tolerate no interference in their domestic affairs by any foreign government, and in all that concerns the constitutional guaranties and the national honor the people of the United States have but one mind and one heart.

Large concessions for railroads had been asked for and granted under solid guaranties the line from Vera Cruz to Mexico to an Anglo-French company, pledged to complete it in five years, and another concession for three lines, for the carrying out of which $4,500,000 had been subscribed.
