In the United States, however, the confidence that the Supreme Court will itself protect these guaranties of liberty has led to a diminution of the sense of constitutional morality, both in the people and their representatives. It abates the vigilance which is said to be ever the price of liberty.
Sir, as these secessions go on, one after another, what is to constitute the United States? Whose will be the army? Whose the navy? Who will pay the debts? Who fulfil the public treaties? Who perform the constitutional guaranties? Who govern this District and the Territories? Who retain the public property? Mr.
The most significant, vital, and inspiring phases of these conferences, those which really count for most, and are the strongest guaranties of the permanence and power of this movement, must, however, remain intangible. In June last representative banking groups of the United States, France, Germany, Great Britain, Japan, and Russia formulated, with the general sanction of their respective Governments, the guaranties that would be expected in relation to the expenditure and security of the large reorganization loan desired by China, which, however, have thus far proved unacceptable to the provisional Government.

The President himself has openly announced something like a design of forcibly suppressing a Congress elected by the same votes and secured by the same guaranties that elected him to his place and secure him in it, a Congress whose validity he has acknowledged by sending in his messages to it, by signing its bills, and by drawing his pay under its vote; and yet thinking men are not to be allowed to doubt the propriety of leaving the gravest measure that ever yet came up for settlement by the country to a party and a man so reckless as these have shown themselves to be.
