For the purpose of peopling the city, a number of sojourners, freed-men, dealers, and artificers, were retained, but all the land and buildings were made the property of the Roman state. It was resolved, however, that Capua should only be inhabited and peopled as a city, that there should be no body-politic, nor assembly of the senate or people, nor magistrates.

Afranius and Faustus had borne arms against him, after obtaining their pardon; and Lucius Caesar had not only in the most cruel manner destroyed with fire and sword his freed-men and slaves, but cut to pieces the wild beasts which he had prepared for the entertainment of the people.

Terrified at this news, the senate ordered the courts of justice to be shut, and a levy to be made of men of every description. Accordingly not only free-born men and the younger sort were obliged to enlist, but cohorts were formed of the elder citizens, and the sons of freed-men were incorporated in the centuries.

So his friend Silas came in to him, and two of his freed-men, Marsyas and Stechus, brought him such sorts of food as he was fond of, and indeed took great care of him; they also brought him garments, under pretense of selling them; and when night came on, they laid them under him; and the soldiers assisted them, as Macro had given them order to do beforehand.

But those freed-men and friends of his, who had the greatest authority with him, dissuaded him from it, and said that it was a dangerous experiment to permit so large a kingdom to come under the government of so very young a man, and one hardly yet arrived at years of discretion, who would not be able to take sufficient care of its administration; while the weight of a kingdom is heavy enough to a grown man.

The path of virtue is closed to no one, it lies open to all; it admits and invites all, whether they be free-born men, slaves or freed-men, kings or exiles; it requires no qualifications of family or of property, it is satisfied with a mere man.

But Agrippa, when he was made sensible of their intentions and preparations, he also prepared to go thither; and as soon as he heard they set sail, he sent Fortunatus, one of his freed-men, to Rome, to carry presents to the emperor, and letters against Herod, and to give Caius a particular account of those matters, if he should have any opportunity.

I do not upbraid him: He was once worth a hundred thousand sesterstias, but has not now a hair of his head that is not engaged; nor, so help me Hercules, is it his own fault: There is not a better humour'd man than himself; but those rascally freed-men have cheated him of all: For know, when the pot boyls, and a man's estate declines, farewell friends. And what trade do you think he drove?

Now Herod's ambassadors made haste to Rome; but sent, as instructed beforehand, what answers they were to make to the questions put to them. They also carried the epistles with them. He also bequeathed a thousand talents to Caesar, and five hundred to Julia, Caesar's wife, to Caesar's children, and friends and freed-men.

The diocese of Hippo had to deal with many houses and immense fundi, upon which lived an entire population of artisans and freed-men, agricultural labourers, and even art-workers smelters, embroiderers, chisellers on metals.
