When you consider the enormous debt of above an hundred millions, the intolerable load of taxes and impositions under which we groan, and the manner in which that burden is yearly accumulating, to support two German electorates, without our receiving anything in return, but the shows of triumph and shadows of conquest; I say, when you reflect on these circumstances, and at the same time behold our cities filled with bankrupts, and our country with beggars, can you be so infatuated as to deny that the ministry is mad, or worse than mad our wealth exhausted, our people miserable, our credit blasted, and our state on the brink of perdition?

By the letter of the clause reserving the ecclesiastical states from the general operation of the religious peace, the elector had, by his apostacy, forfeited all right to the temporalities of his bishopric; and if, in any case, it was important for the Catholics to enforce the clause, it was so especially in the case of electorates.

It is said that a larger proportion of the electors vote in the town, but it is not those only who vote who are represented. In dividing a State into electorates for the purpose of the reform, the number of electors in each division should therefore form the basis of proportional distribution.

In Victoria, New South Wales, and Queensland bills have been introduced dividing the States into single-membered electorates, and some of the smaller States are inclined to use the Block Vote. In Victoria a bad precedent has been established by giving the party in power the duty of determining boundaries.

+Continual Change in Electoral Boundaries.+ The irregular growth of population necessitates a periodical revision of the electoral boundaries of single-membered electorates. Owing to the influence of vested interests, this is generally effected in an arbitrary manner; and the glaring anomalies only are rectified.

If a conjunction between Prussia and the Emperor should be formed for the purpose of secularizing and rendering hereditary the Ecclesiastical Electorates and the Bishopric of Münster, for settling two of them on the children of the Emperor, and uniting Cologne and Münster to the dominions of the king of Prussia on the Rhine, or if any other project of mutual aggrandizement should be in prospect, and that, to facilitate such a scheme, the modern French should be permitted and encouraged to shake the internal and external security of these Ecclesiastical Electorates, Great Britain is so situated that she could not with any effect set herself in opposition to such a design.

Each State sends a number of representatives to Congress proportional to its population, and the division into electorates is left to the State. By manipulating the electoral boundaries the party which has a majority in each State is enabled to arrange that the injustice done to itself is a minimum, and that the injustice done to the opposing party is a maximum.

The empire of Austria cast four votes in the general convention; the kingdoms of Prussia, Bavaria, Saxony, Hanover, and Würtemburg, also four each; other states, grand duchies, duchies, electorates, principalities, landgraviates, and free cities, from one to three, according to their size and importance. These representatives meet at Frankfort, which is the capital of Germany.

First and foremost among these were the seven electors, so called because, since the thirteenth century, they had enjoyed the right to elect the emperor. Three of them were archbishops kings in all but name of considerable territories on the Rhine, namely, of the electorates of Mayence, Treves, and Cologne.

It is known, that the Hessians have absolutely refused to infringe the constitution of the German body, by attacking him who is by a legal grant acknowledged its head; nor is it easy to conceive, why there should be a different law for Hanover than for the other electorates.
