The acquisition of money, except by despoilment, gift, royal favor, or inheritance, had been unknown at Oldenhurst. The present degenerate custodian of its fortunes, staggering under the weight of its sentimental mortmain already alluded to, had speculated in order to keep up its material strength, that was gradually shrinking through impoverished land and the ruined trade it had despised.

But, you know, the lookers-on see a good deal of the game, and in my opinion there is only one course open for this country, to work upon Russia so that she withdraws from any compact she may have entered into with Austria and Germany, to accept Germany's cooperation with Austria in the despoilment of your country as a casus belli, and to declare war at once while our fleet is invincible and our Colonies free from danger."

As the Belgian troops, assisted by a British naval brigade, were pushed back from the Yser, they were gradually merged into the army of the allies, by whom they were received with the honors due the men who had made, for twelve long weeks, such a gallant and determined defense of their country against invasion and despoilment.

It is true, that a Hastings, with his forged treaties and despoilment of ancient "bee-gums," is no longer governor-general of India; it is true that an Impey no longer deals out "Justice" in that unhappy land; but the industrial condition of the toiling millions is worse to-day than when they were being despoiled to erect the Peacock throne at Delhi, adorned with its "Mountain of Light."

In a small inner chamber, to which I was led upon uttering courteous protests, one of solitary authority explained how the deficiency had arisen, but owing to the skill with which he entwined the most intricate terms in unbroken fluency, the only impression left upon my superficial mind was, that the person before me was imputing the scheme for my despoilment less to any mercenary instinct on the part of his confederates, than to a want of timely precision maintained by one who seemed to bear an agreeable-sounding name somewhat similar to your own, and who, from the difficulty of reaching his immediate ear, might be regarded as dwelling in a distant land.

While they might yet win by sheer force, their cause would suffer in the court of morals, where they might stand convicted as pirates, instead of being applauded as patriots. Even the negroes would have the laugh on them, the people whom they hoped to make approve and justify their own despoilment. To be laughed at by the negroes was a calamity only less terrible than failure or death.

In a message to the Senate in February, 1905, Roosevelt thus outlined his conception of the dual nature of the Monroe Doctrine: "It has for some time been obvious that those who profit by the Monroe Doctrine must accept certain responsibilities along with the rights which it confers, and that the same statement applies to those who uphold the doctrine.... An aggrieved nation can, without interfering with the Monroe Doctrine, take what action it sees fit in the adjustment of its disputes with American states, provided that action does not take the shape of interference with their form of government or of the despoilment of their territory under any disguise.

He died, however, without letting any sign of yearning for life appear, "regardless of all that he was leaving, and occupied solely with that which he was going to meet, with a tranquillity, a peace, which excluded nothing but disquietude, and which included penitence, despoilment, and a unique care for the spiritual affairs of his diocese."

England's despoilment of India constitutes the supreme crime of all the ages, the acknowledged acme of infamy- Europe never dreaded Alaric the Visigoth, nor hated Attila the Scourge of God, as India dreads and detests John Bull, "the white beast from over the black water." He has not persecuted because of difference of religious dogma, as have the Mohammedan Sultans and the Christian Czars.

Having reached the certainty that everything was in its former state, he waved his hand, and with one long look backward at the model, ghostly beautiful in its shining white transparency, he led the way to the passage of entrance, leaving the king to his solitude and stately sleep, unmindful of the visitation and the despoilment.
