This gradual broadening of the justification of commerce is probably a reflection of the necessities of the age, which witnessed a very great expansion of commerce, especially of foreign trade. In the earlier centuries remuneration for undertaking risk was prohibited on the authority of a passage in the Gregorian Decretals, but the later writers refused to disallow it.
For such a vow is of divine law, and no pontiff, either mediate or supreme, has any more authority in this matter than any Christian brother, though I know that certain of the Decretals and the Glosses on the Decretals venture many statements about it which I do not believe. It is also a great piece of boldness, in commuting or remitting vows, to impose what they call "a better work."
Yet there was very little in the past learning of Christian teachers to guide them in these matters, for the patristic theories, which we have already described, and a few isolated passages cited in the Decretals of Gratian, formed as yet almost the only contribution to the study of these sciences.
The motives of the author of the Forged Decretals and his extraordinary success are rendered more intelligible by it. And, to take a phenomenon of smaller interest, it assists us, though only partially, to understand the plagiarisms of Bracton.
