That is a notion which does not yet exist on the Continent or any part of the world except England and the United States, and the countries or colonies copying after them. In Germany, for instance, Dr. Gierke tells me it exists only partially and by a modern constitution.
As Major Behm was on the point of returning to Saint Petersburg, Captain Gierke, feeling sure that he was a man of the strictest honour, resolved to entrust him with a copy of the journal of the voyage, and an account of all transactions up to the arrival of the ships in the harbour of Saint Peter and Saint Paul.

It is evident from the equally rich and careful investigations of Otto Gierke that in the political and legal theories of a Bodin, a Grotius, a Hobbes, a Rousseau, we have systematic developments of principles long extant, rather than new principles produced with entire spontaneity.
