In the Middle Ages the one showed itself in councils like those of Nicea and Ephesus, in political popes like Gregory VII. and Innocent III., in Isidorian decretals, excommunications, interdicts, tortures, indulgences; the other in our mediaeval cathedrals, in the poetry of a Dante, the paintings of a Giotto and a Raphael, the sculpture of a Michael Angelo, the music of a Palestrina, and our politician might then ask himself which he thought had been the more beneficial as a social force.

Why is the Indian who gave us the rules of the game of chess willingly obeyed all over the world, and why are the popes' decretals, for example, to-day an object of horror and scorn? the reason is that the inventor of chess combined everything with precision for the satisfaction of the players, and that the popes, in their decretals, had nothing in view but their own interest.

He gives Innocent's views, and quotes what authority he can find for them in the Digest and Decretals. But for himself he would prefer to admit that the right to private property is not at all sacred or natural in the sense of being inviolable. He willingly concedes to the State the right to judge all claims of possession.

Sometimes it strengthened its authority by real services to humanity, and sometimes by such monstrous frauds as the Forged Decretals.

Grostête upheld the eastern doctrines against the teaching of the Papal Court, and indeed was nicknamed 'the hammerer of the Romans. He based many of his statements upon books which he valued as his choicest possessions; but some of them, such as the Testament of the Patriarchs and the Decretals of Dionysius are now admitted to be forgeries.

The forger, whoever he may have been, has displayed no little art and address in their fabrication. From all that we know of Callistus, he was quite equal to the task. Like the false Decretals, these letters exerted much influence on the subsequent history of the Church. His assertion of episcopal authority is quite in the same style.

Thus, at sixteen years of age, the young clerk might have held his own, in mystical theology, against a father of the church; in canonical theology, against a father of the councils; in scholastic theology, against a doctor of Sorbonne. Theology conquered, he had plunged into decretals.

When the church has touched the subject of amusements, it has generally done so, I think, in a censorious spirit. It has selected certain amusements as sinful, and issued decretals and resolutions against them; it has prescribed penalties against church members who should engage in them; leaving the question in its broader relations untouched.

What made the holy apostolic see and pope of Rome, in all times, and at this present, so dreadful in the universe, that all kings, emperors, potentates, and lords, willing, nilling, must depend upon him, hold of him, be crowned, confirmed, and authorized by him, come thither to strike sail, buckle, and fall down before his holy slipper, whose picture you have seen? The mighty decretals of God.

'Tis not only lawful for him to do so, but it is enjoined him by the sacred decretals; and if any dare transgress one single iota against their commands, whether they be emperors, kings, dukes, princes, or commonwealths, he is immediately to pursue them with fire and sword, strip them of all their goods, take their kingdoms from them, proscribe them, anathematize them, and destroy not only their bodies, those of their children, relations, and others, but damn also their souls to the very bottom of the most hot and burning cauldron in hell.
