In the principle of coordinating all uses of the waters and treating each waterway system as a unit; in the principle of correlating water traffic with rail and other land traffic; in the principle of expert initiation of projects in accordance with commercial foresight and the needs of a growing country; and in the principle of cooperation between the States and the Federal Government in the administration and use of waterways, etc.; the general plan proposed by the Commission is new, and at the same time sane and simple.

During the past few years we have heard much of what is called the "social center," or the "community center," in rural districts. This idea has grown with the spread of the consolidation of schools, and means, as the name implies, a unifying, coördinating, organizing agency of some kind in the midst of the community, to bring about a harmony and solidity of all the interests there represented.

The doctor's mind, with its powers of dissecting and coordinating the phenomena of every-day life, its luminous flashes, its readiness to go all the way through to the most startling conclusions, had always so stimulated and attracted his own, that he'd never stopped to ask whether or not he liked the rest of the man that lay below the intelligence.

Secondly, a quick eye for resemblances and differences. Thirdly, a wide range of mental vision. Fourthly, the coordinating or systematizing faculty. Fifthly, a large scholarship.

It is like the compositor distributing his type after the book is printed. The micro-organisms answer to the compositor, but they are of a different kind from those which build up the body in the first instance. But the living body as a whole, with its complex of coördinating organs and functions what attended to that? The cells build the parts, but what builds the whole?
